Devolution has been in place for over ten years, following a law review in 2010 that resulted in the creation of 47 devolved units.
Whether or not there have been any gains from devolution depends on who you ask and which county you are discussing.
Other counties have made tremendous progress in terms of development, while others are lagging behind due to misplaced priorities.
According to a local daily study, the majority of county bosses are spending more money on recurrent expenditures and less on development.
This is despite the fact that all counties are required by law to spend 30% of their national government funds on development.
The following is a list of the most extravagant governors who spend a lot of money on recurrent for every one shilling put into development.
On top of the list is Governor Simba Arati of Kisii county, who spent the most money on development, Kes 99 for every one shilling.
Governor Kawira Mwangaza of Meru county spent Kes 65, Issa Timamy of Lamu county spent Kes 38, Wavinya Ndeti of Machakos spent Kes 22.9 on recurring, and Ochilo Ayako of Migori spent KSH 22.
Governor Susan Kihika of Nakuru has Kes 20.9, Kimani Wamatangi has Kes 19.9, Julius Malombe of Kitui has Kes 19, Ken Lusaka of Bungoma has Kes 18 and Mutula Kilonzo junior of Makueni county has Kes 17.
Five of the above governors are members of the Azimio la Umoja one Kenya alliance, four are members of the ruling Kenya kwanza, and one is an independent.
This is happening at a time when most counties are facing famine as a result of a prolonged drought.
