PS Kipsang stressed the dual submission method, requiring both soft and hard copies to be sent to the Ministry headquarters. He underlined the accountability of every Sub-County Director and County Director of Education for any breaches within their jurisdiction.
The notice emphasized, “All schools are obligated to fill out the form, countersigned by the Sub-County Director of Education using the provided format.” The submission deadline for both hard and soft copies is set for February 9, 2024, with soft copies directed to be submitted via directorsecondary@education.go.ke, and the sample format distributed via email.
Simultaneously, PS Kipsang instructed Regional and County education directors to promptly report any instances of unauthorized levies charged by school principals, boards of management, and head teachers.
In outlining the expectations, Kipsang stated, “County Directors and Sub County Directors of Education should employ a multi-agency approach to ensure compliance with the authorized fees structure and the effective implementation of Free and Compulsory Basic Education.”
Kipsang clarified that the lunch program for day secondary schools is optional, emphasizing that no student should be denied access to education for failure to pay for the same.
Further directives from Kipsang included an insistence that all secondary schools adhere to the authorized fees structure outlined in Kenya Gazette Notice No. 1555 of March 2015.
Payments are expected to follow a spread ratio of 50 percent, 30 percent, and 20 percent for the first term, second term, and third term, respectively.
