Ruto’s Ousted Cabinet Secretaries to Receive Over KSh 54m in Gratuity

On Thursday, July 11, President William Ruto dissolved his Cabinet after succumbing to pressure from anti-government protests led by Gen Z.

As per the Salaries and Remuneration Commission (SRC), Cabinet Secretaries (CSs) are entitled to a gratuity amounting to 31% of their basic salary upon retirement.

The CSs, who served for 18 months from their appointment date, will receive a total gratuity of KSh 54 million.

Ruto dismissed all the CSs, including Attorney General (AG) Justin Muturi, with the exception of Prime Cabinet Secretary and Foreign Affairs CS Musalia Mudavadi.

The SRC outlines that each CS and the AG have a basic monthly salary of KSh 574,200.

Upon retirement, they receive a gratuity payment of 31% of their basic salary, which is subject to a 30% tax for the employment period.

Ruto cited feedback from Kenyans and a comprehensive performance review as reasons for the Cabinet dissolution.

He stated, “Upon reflection, listening keenly to what the people of Kenya have said and after a holistic appraisal of the performance of my Cabinet and its achievements and challenges, I have, in line with the powers given to me by Article 152(1) and 152(5)(b) of the Constitution and Section 12 of the Office of the Attorney-General Act, decided to dismiss with immediate effect all the Cabinet Secretaries and the Attorney-General from the Cabinet of the Republic of Kenya except the Prime Cabinet Secretary and Cabinet Secretary for Foreign and Diaspora Affairs.”

The dismissed CSs will receive KSh 1.49 million in gratuity for the second year of their service, which ended on June 30, 2024.

Additionally, they will get an after-tax gratuity of KSh 962,438 for the year ending June 30, 2023.

According to Citizen TV, the total gratuity payout for the period they served since 2022 amounts to KSh 54 million.
